No body came with any sketch as agreed in the last meeting. The Vice president made it clear that the idea of making it open to the general house is to make sure that no member should come after we might have started the project to say he has a better idea. He equally encouraged everybody to make effort to come with a plan as the contract might be given to anybody that presents a satisfying plan. </span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><br />

I am dilighted after going through the web sit to notice the existence of our noble community Amankwo Oghe in the web. That implies that the acitivities of the community will always be for people to see and make comments giving rooms for improvements.<br />

First, I must commend the entire executives for this wonderful project. It is a good beginning for our people that good things are yet to happen in our community. My telephone conversation with you notwithstanding, I have to state that I have gone through all the minutes of the meeting and am updated about the activities at home.<br />

Of most important is the Cottage hospital project to be sited in our community by Oghe Social Dev Ass Abj. That is a very good one for our people. My area of concern is the issue of the Agreement between the pple and our community. I will like to suggest that if it is possible, I will lke to see a draft copy of the agreement before its execution. This will enable me to contribute my own quota on that issue. Again, I will further advise that there should be a Memorandum of Understanding (MOU) in addition to the agreement. The essence is for the MOU to state the relationship btw our people (The Donor) and the Oghe Dev Ass abj pple (The Donee). In it, our the donor will use the opportunity to canvass in clear terms issues that will be beneficial as regards to employement, useage of the hospital and other benefits that will be exclusive to our community. This is so because such isues may be contained in the Agreement for the land.<br />

Please note that, the issue of MOU will not stop the sigining of the agreement as proposed but can be done latter only that the donee will be made to understand such from the beginning.<br />

</div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><b style="mso-bidi-font-weight: normal;"><u><span style="font-size: 14.0pt;">How to raise fund</span></u></b><u><span style="font-size: 14.0pt;">:</span></u></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">One of the major problems facing the town union is how to fund the activities of the union. A lot of money is being spent by members of the executive on information dissemination (letters, calls, text massages, internet services and so on). All the above expenses, for now, are being spent from personal purse, hence the need to have a consistent way of generating fund for the town union. </span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">Hon. Face Magbo suggested we appeal to some personalities of the town, for financial support, as he is hopeful that many will be willing to support us. Engr. Anonde said we should enforce the payment of one Thousand naira (N1000) by every ward, which the past regime has initiated and that some ward has already paid their own. Many people made their own contribution.</span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">It was agreed that we embark on capital projects first and then spread our tentacles to individuals, government, co-operate bodies and NGOs for financial assistant. </span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><br />
</div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">Among the projects agreed upon are building of entrance gate way to </span><st1:street><st1:address><span style="font-size: 14.0pt;">Amankwo Road</span></st1:address></st1:street><span style="font-size: 14.0pt;"> at Afo Oghe, with an inscription ‘WELLCOME TO AMANKWO OGHE’ and a town hall near SEDES. The first to be handled is the gate way. Members were asked to come with architectural designs of the proposed entrance gate way to the next meeting ,so that we can select the best.</span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><br />
</div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><b style="mso-bidi-font-weight: normal;"><u><span style="font-size: 14.0pt;">General:</span></u></b></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">Mr Ogwu Eva said we are supposed to see the Obuna clan, the donor of the parcel of land for the proposed cottage hospital, and make enquiries on what the people need in compensation for their land. He told us his effort to convince them to release the land. On that issue Mr. Nwabueze Chijioke, the president, suggested that it will be better we have a written authority from Igwe before we can start any negotiation with Obuna clan. It was agreed that we treat the matter at a joint meeting with Igwe and his cabinet.</span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><br />
</div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">Engr Silas Anonde said he leant that there is a transformer that is meant for the Amankwo community which is presently at the PHCN office at </span><st1:city><st1:place><span style="font-size: 14.0pt;">Enugu</span></st1:place></st1:city><span style="font-size: 14.0pt;"> awaiting proper arrangement for the installation. The president said he is aware, that Sir. Johnson Oguanya is handling the issue and that he will make further enquiry on that.</span></div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><br />
</div><div class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 14.0pt;">Mr Innocent Okechukwu reported that there was a resolution passed by Igwe and his cabinet enforcing every child from Amankwo indigenes at home, that is up to primary school age to be attending the community primary school. He said the vigilante was empowered to enforce the rule. Members of the town union said they were not aware of such. The issue was postponed till next meeting, which will be a joint meeting with the Igwe and his cabinet on </span><st1:date day="27" month="1" year="2010"><span style="font-size: 14.0pt;">27<sup>th</sup> January 2010</span></st1:date><span style="font-size: 14.0pt;">. An election of the new executives of Amankwo Oghe Town Union was held on December 28 2009 and February 7th 2010, and the following people emerged victoriously:-<br />

<br />
The election was made possible by a six man transition committee which was appointed in July, 2009 and assigned the duty of organizing a credible election within the shortest possible time. Members of the committee were (1) Samuel Ikwuezeagu – chairman (2) Innocent Okechukwu – Secretary (3) Livinus Emehelu – Member (4) Silas Anonde – Member (5) Chief Ejim – Member (6) Evristus Njegbu – Member. <br />
The committee handed over to the electoral Officers, Engr. Ejike Anigbo and Hon, Face Magbo, who conducted the lection.<br />

The election was presided over by Engr Ejike Anigbo, as the returning officer, assisted by Hon. Face Magbo, in the presence of town Union members and other citizens of Amankwo who gathered to witness the election.<br />
The election was very peaceful, free and fair and was generally accepted by Amankwo Oghe citizens who witnessed the election.<br />

A choice of site between the two sides of the road along Amankwo road, very close to Afor Oghe, was made available to the Oghe Social Development. Their preferred choice was the left hand side, coming down from Afor Oghe.</span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">A measurement of<span style="mso-spacerun: yes;"> </span>50 meters along the road by 43.5 meters inside the bush, after clearance of 15 meters from the road, for feature road expansion as advised by Igwe, was taken. The measurement started 30 meters away from ebe emere ihe dibia along Amankwo road as advised by Hon. Nicodemus Aniekwulo, who comes from Obuna community that owns that portion of land.</span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Chief Charles Okelue was a surveyor who assited in the measurement with his working tools. Two men from Obuna youths, Kenneth Madu and Okezie Madu, who came to know the people in their land, assisted us. </span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Chief Charles Okelue was instantly awarded, the survey contract at the sum of fifty Thousand Naira (N50, 000) by the Oghe Social Development.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">BACK TO IGWE’S PALACE</span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">The president of Oghe Social Development, Mr, Greg Nwafor, thanked Igwe and the entire Amankwo for donating the land for the hospital project which is meant for the entire Oghe people. He said that the foundation laying stone for the project will be commissioned by Easter and that important personalities from both Federal and state Government will be present at the occassion. The project leader, Ogwu Kenneth said the hospital project was estimated to Fifty Two Million Naira (N52, 000,000).</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Igwe in his response pressed his gratitude to the Oghe Social Development for sitting such developmental project in his community. He told them that he will be willing to donate land for other such projects that will bring development to his community. Igwe directed that an agreement that will be binding to all the concerned people in the project be prepared and signed by the people involved, to forestall any problem that could affect the project in future. The town union president promised to see for the preparation of the agreement.</span><br />

He expressed his joy over the new development and offered us kola. The town union also presented a carton of Naturium wine to Igwe. He prayed over the kola and for the success of the new town union.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">After the kola and drinks, the newly elected officers were introduced to Igwe by the former president of the town, Mr. Face Okechukwu. Igwe congratulated the new executives and assured them of his support. He gave the following advice:-</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">On the issue of the constitution review, Igwe was of the opinion that the review should be completed by the past executives so that the new executives will not take an undue advantage of the review.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">The new president, Mr Nwabueze Chijioke, in his opening speech thanked Igwe for his welcome and advice.<span style="mso-spacerun: yes;"> </span>He assured Igwe that himself and his executives will not use their position to exploit others and that they will give selfless service to the community. He said his major assignment as president is reconciliation so that everybody will feel free to contribute to the town union. The president told Igwe that we need the support his cabinets in mobilizing others to take part in the town union activities. He pointed out that despite wide publicity made by the transition committee for the election, only very few people responded, which resulted in some positions not being filled. He announced that the next town union meeting will hold by 1<sup>st</sup> Sunday in February 2010 and that we want all the chiefs and their ward reps. to attend the meeting.</span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">On the issue of the constitution review, he assured Igwe that all the stake holders will be involved in the review.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Igwe acknowledged the wide publicity made by the transition committee on the election, said he was duly informed in writing two months before the election. He encouraged the town union leaders to continue with such publicity. He once again expressed his happiness and pledged his support. One of the cabinet members, Chief Omeldi, on behalf his colleagues assured the town union of their support.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">A visitor to Igwe Mr. Kenneth Ogwu from </span><st1:city><st1:place><span style="font-size: 14.0pt;">Abuja</span></st1:place></st1:city><span style="font-size: 14.0pt;"> expressed his gratitude to the new development in Amankwo. His purpose of visit was to consolidate the earlier promise of Oghe Social Development in </span><st1:city><st1:place><span style="font-size: 14.0pt;">Abuja</span></st1:place></st1:city><span style="font-size: 14.0pt;"> to build cottage hospital in Amankwo. He has come to know when to bring his people to confirm the parcel of land for the project. He requested for the support of the town union. Igwe said the town union should show them the place for the project. After short deliberations, an appointment was booked tomorrow morning between 8-9 am, at Igwe’s palace, with the town union and the Oghe Social Development in Abuja to go and measure out the portion of land for the hospital project, according to Igwe’s directives. On the issue of the owners of the land for the project, Igwe said there is an existing law in Amankwo that said that the owner(s) of any communal land that is meant for developmental project should forfeit it. He said the law was used in court during late Mr. Stephen Ayaoha’s case.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Hon. Face Magbo said the year 2010 will be a year of progress for Amankwo. He noted that our starting the year with cottage hospital project shows that we are all progressives.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Benhope Ukata raised the issue of the town union carrying everybody along, especially our brothers from Amankwo Ndiagu. On that note one of the town union executives, Mr. Charles Igboeli, promised to do everything possible to unite Amankwo Imezi and Ndiagu. He said that he has observed where the faction from Amankwo Ndiagu emanates from. </span><br />

He said he has never been involved in anything that resulted in failure. The president told Igwe that we need a memorandum from him and his cabinets as regards to their interest in the provisions of the constitution. Igwe in his response said he will like to see the existing constitution for them to know where to start from.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Chief Innocent Madu said that all his reps with the exception of one person, who will soon arrive, are already here. He equally added that the chiefs will meet tomorrow to discuss on how to send their representatives. Mr Okezie Uzendu suggested that all the chiefs should give us a fresh list of their representatives. He also said the new executives should as much as possible pay a visit to Igwe and inform him of the change in the executive council of the town union.</span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">On the issue of ward reps., Chief Chijioke wants to know what will happen to any chief that do not sent three representatives. The vice president Mr. Innocent Okechukwu said the only exception is any ward that writes to the town union stating clearly that they do not wish to be represented in the town union. The vice president’s motion was adopted as the standing rule for now.</span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Arguments on the issue of minimum qualification for ward reps, was raised by Mr. Okezie Uzendu who is of the opinion that we lower the standard to give equal opportunity. The special adviser to the town union Engr. Ejike Anigbo said anybody who is literate should be allowed. The president Mr. Nwabueze Chijioke, considering majority opinion, waived SSC as the minimum qualification for ward reps. and said that anybody who can read and write is allowed.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">Sir. Johnson Oguanya inquired on the remaining vacant positions of the executives. He equally wants to know how many positions are occupied by Umuenchi, Okunito and Enugwuagu respectively. The president told him that he should have been at the election to know that. </span><br />
</div><div class="MsoNormal"><span style="font-size: 14.0pt;">The immediate past secretary, Mr. Christopher Ozomma, said that the issue of apportioning positions to Umuenechi, Okunito and Enugwuagu has caused a lot of set backs in Amankwo and insisted that the decision of the transition committee to make the positions contestable to everybody should remain unchanged.</span><br />

The PRO was sent to inform him. He came back and said that the Igwe accepted with the condition that we should come between </span><st1:time hour="10" minute="0"><span style="font-size: 14.0pt;">10am</span></st1:time><span style="font-size: 14.0pt;">-</span><st1:time hour="12" minute="0"><span style="font-size: 14.0pt;">12 noon</span></st1:time><span style="font-size: 14.0pt;">. The immediate past president, his secretary, the councilor and some chiefs who were at the election was appointed to lead the new executives to Igwe tomorrow.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">The president repeated his earlier promise to carry everybody along; he said that everybody must be committed to running of this town union He call on those who form factions to retreat from such attitude. He said that anybody who continues to form a faction to distract the activities of the town union should be seen as enemy of the community. Chief Innocent Madu was delegated to go with 3 other chiefs from Amankwo Imezi to see their counterparts in Amankwo Ndiagu and inform them of the new development. This became necessary because of the report from chief Chijioke from Amankwo Ndiagu that some of their chiefs were not willing to send ward reps. to the town union. Mr. Okezie Uzendu suggested that members of the town union should take life oath, so that no body should fear each other.</span><br />

</div><div class="MsoNormal"><span style="font-size: 14.0pt;">The president announced that the next meeting will hold first Sunday of February 2010 (</span><st1:date day="2" month="7" year="2010"><span style="font-size: 14.0pt;">07/02/10</span></st1:date><span style="font-size: 14.0pt;">) at Amankwo Ndiagu. The president ordered his secretary to write to all the ward chiefs, informing them to send their ward reps. and equally attend the meeting. He asked Sir Johnson Oguanya to help us get the list of all the chiefs and their contact phone numbers and bring to us by next meeting. Sir Johnson accepted.</span><br />

He appreciated the mandate given to him by the entire citizen of the town. He pledged to work harmoniously with everybody in the town. Mr. Nwabueze appealed to ward chiefs to give us their best as ward representatives in the town union. He appointed Engr. Ejike Anigbo as the special adviser to the town union.</span><br />

Hon. Nicodemus Aniekwilo suggested that the minimum academic qualification of SSC for ward reps. should be removed as there may be some viable candidates from some wards who may not have the qualification. Chief Francis Ozoagu told the entire community to support the new EXCO.Hon. Face Magbo assured the new executives of the government support. Engr. Silas Anonde reminded the house that Engr. Ejike Anigbo should join the new executives to assume his office as the special adviser to the town </span><st1:place><span style="font-size: 14.0pt;">Union</span></st1:place><span style="font-size: 14.0pt;">. The immediate past president and his secretary expressed their joy over the outcome of today’s election.</span><br />

The transition committee of the Amankwo Oghe Town Union has announced the date of the election of the new town union executives.<br />
<br />
Election will hold on 28th December 2009 at Amankwo Imezi Primary School.<br />
<br />
Accreditation of voters will start by 10.00am while voting will commence by 12.00 noon.<br />
<br />
The following guidelines regarding for the election were made known to the public by the transition committee secretary:-<br />
<br />
1. All contestants must purchase application form with the sum of One Thousand Naira (N1000) non refundable fee.<br />
<br />
2. Completed application form, signed by three ward chiefs, must be returned to the secretary on or before 20th December 2009<br />
<br />
3. Any contestants whose wards has not paid the N1000 levy shall stand disqualified<br />
<br />
4. Only the 45 representatives from 15 wards in Amankwo Oghe will vote in the election, while other members of the town and visitors will be there as observers<br />
<br />
5. The election shall be an open ballot system<br />
6. Result of the election will be announced immediately by the returning officer.<br />
<br />
Also an appeal for fund was sent out to some dignitaries of the town to enable the committee carry out a successful election<br />
<br />
