MINUTES OF 2ND DECEMBER 2012

AMANKWO TOWN UNION MEETING HELD ON 2ND DECEMBER 2012 The meeting was held at Amankwo Ndiagu Primary School Hall Opening prayer was said by Mr. Elias Ogbuji at about 1.40pm. The minutes of the last meeting was read by the secretary. Motion for adoption was moved by Mr. Augustine Obiogbolu and seconded by Mr. Lawrence Offor The President General, Mr. Nwabueze Chijioke was present at the meeting and he presided over the day’s meeting. On going Road project in Amankwo (Afor Oghe to Amankwo Ndiagu Road) Report from Sam Ikwezeagu:- Sam Ikwezeagu reported that there are some agitations from people that the obstructions on the, road if not removed, will impair the wildness of the road. He reported that he gathered that people intentionally brought out an electric pole in the night just to protect the illegal structures on the road. He said he want the town union to react on the issue. It was ruled that all structures on the road should be removed. The process to follow is that the town union should write to all the 15 wards in Amankwo informing them of the decision of the town union on the matter and requesting that the concerned people should bear with us and welcome the government developmental project in our community. The letter should be copied to the local Government chairman, the DPO Ezeagu and the contractor. Also on the road project, it was agreed that all our people who may be lucky to be engaged by the contractor to work on the project should pay 5% development levy to the community the money should be paid into the town union account. Also all economic trees that may be affected on the road project will equally be sold and the money paid into the town union account except the ones belonging to an individual or individuals. The case with Igwe Obueke The secretary Engr. Silas Anonde briefed the house on the matter including the meeting with the commissioner and the local government chairman. He said that the court case was adjourned to 17th December 2012. He informed the house that HRH Igwe Obueke told the government that he did not make any body chief on the 6th October 2012 as alleged by the town union The Town Union on their own side said that none of their officer witnessed when Igwe was making anybody chief but they believe that some people were made chiefs by Igwe because he Igwe appeared in a public function with one of the persons he made chiefs (Mr. Kelvin Anigbo who claimed a new title of Agu na eche ibe I of Amankwo) during the youths Holy Trinity day celebration and that he Kelving Anigbo appeared in a full chietaincy regalia and even boasted that he has been given the title of Agu na eche ibe I that any other person that will answer the title in Amankwo will be the II. The commissioner in his rulling told Igwe that if it has been proved that he made anybody chief as against the order of the state government being represented by he the commissioner that he will lose his crown. He further ruled that Igwe and his cabinets should write a letter to those who are claiming to have been made chief to, inform them that Igwe never made them chiefs and that they should stop parading themselves as chiefs for the interest of peace in the community. That the letter should be signed by the Igwe and the cabinet secretary. The commissioner also ruled that a constitution review committee comprising people to be nominated by Igwe to represent his interest others to be nominated by the town union to represent the interest of the community; the committee shall review the new constitution of Amankwo. The committee was mandated to finish their assignment in 3 months time and report back to the government. The committee is to be guided by the Local Government Chairman, Barr. Emeka Ozoagu, in case there is any disagreement. The third ruling was that Igwe should go and withdraw the case he unjustly instituted against Mr. Innocent Okechukwu and Engr. Silas Anonde – the two key officer of the town union - at the Aguobu Owa Magistrate court. The President General also briefed the house on how he and the secretary paid a curtsey visit to HRH after the commissioners meeting and that they tried to advise Igwe to comply with all the government directives so that we will not have a course to go back there again for this same matter. HRH in his response during the visit said he will do every other thing but will not sign the letter that will be written to those who claimed to have been made chiefs by Igwe on 6th October 2012. It was also made known that the town union lawyer is being owed N20,000 for the last court session and he will also attend the next court session of 17th December when that case will be struck out and that will cost us another N20,000. It was agreed that effort should be made to raise money before the date so that the lawyer will come for the striking out of the matter on 17th. It was hoped that money could be raised from the road construction project before then. Visitors The C.M.O Amankwo Ndiagu visited us and informed us that one of our brothers, Rev Jude Igboekwu, is to be ordained a dicken of the Catholic Church by 15th December 2012. They solicit for our support. It was ruled that the town union will be ready to support their program to make it a success. However they were informed that the town union has no money to assist/support them financially. Borehole project It was seen that the officials of the Enugu State Rural Water Supply and Sanitation Agency (ENRUWASA) have not resumed work at the borehole at Amankwo Imezi as promised. The officials of the Town Union has been in contact with the office and they keep promising, though insisting that the community must raise N380, 000 to support the project. The P.G also informed the house that another borehole may come to Amankwo from ENRUWASA and that if this one materializes it will be sited to those living at the centre i.e the secretary’s location. He said people from that location are located too far from the one at Amankwo Imezi primary School and that of Amankwo Ndiagu and so they deserve a borehole if the third one comes. Mr. Sam Ikwezeagu reported to us that The Umuogbuya people has been threatening him over the location of the borehole given to Amankwo Ndiagu which they claimed it was sited on their land. It was realized that the position chosen for the borehole was in contention between Umuogbuya people and Achala. It was ruled that the project is a government project and as such no individual(s) should say it must not be in their land and that it is even better to site it there so that the people contending over the land should forfeit it for the government project. Because of the threat on Mr. Sam’s life it was agreed that we shall go after the meeting to meet the family threatening his life and caution them to stop doing that. Correspondent A letter came from Oghe Development Union informing us that a new committee to take over the affairs of the union has been inaugurated for the Union, listing the members of the new committee in the letter. Another correspondent came from Igwe’s palace. The letter was brought by Mr. John Onwuama. HRH in his letter signed by him said he would want the Town Union to meet with the Igwe in council to agree on the Sunday 16th December 2012 date which he has already fixed as the first sitting of the constitution committee. The date was accepted for the sitting of the committee but no meeting for the agreement on the date will hold. Mr. John Onwuama was asked to deliver our response to him.
