MINUTES OF THE TOWN UNION MEETING OF 6TH MAY 2012
The meeting was held at Amankwo Ndiagu Primary School premises
The meeting started with an opening prayer said by Mr. Livinus Emehelu at about 2.28pm
In the Vice president’s opening speech, he explained that the meeting started late because of the Fathering Sunday mass which did not dismiss on time. Some of our officers are mass servers and lay readers and as such it could not be possible for them to excuse themselves from the mass. He appologised to those who came early and maintained that our time still remain 12pm. The vice president, Mr. Innocent Okechukwu, commenting on the poor attendance of members said he wish every Amankwo indigene will read a story in the just concluded WAEC English Examination paper, about a man who never want to participate in his community activities and see what happened to him at last. The moral of his story his story is to encourage those of us that continues to persevere and a warning signal to people who never want to sacrifice anything even their time for the benefit of their community.
The minutes of the last month meeting was read by the secretary. Motion for adoption was moved by Mr. Lawrence Offor seconded by Mr. Mike Aniagba.
Report on the meeting with Igwe in council.
The secretary, Engr. Silas Anonde, in his report said the town union was represented by himself and the treasurer Mr. Charles Igboeli. He said that the attitude of the Igwe and his cabinet implies that the town union has no right to make resolutions and enforce it without having a joint meeting with the cabinet. The cabinet called for constant joint meetings with the town union, once every two months. The secretary further said that he noted that H.R.H Igwe C. C Obueke and some of his cabinet members never want to recognize the Constitution of Amankwo Oghe as Igwe continues to say that there have been other constitutions. The secretary also told the house that most of the letters that are being sent to the cabinet from the town union through Igwe never get to them as Igwe will keep those letters without even telling his cabinet members of such letters. He said that when he confronted Igwe on his reason for not making our letters available to his members for them to deliberate on it, Igwe said we cannot compel him to do what we want, that he has told our president general to be meeting with him privately for them to discourse certain issues. He went to his room and brought a book and gave his secretary to read out a verse in the book that said Igwe is the highest authority in the community. The secretary said that the representatives of the town union agreed to have a joint meeting with the Igwe in council in June.
There was a deliberation on whether the town union should be having joint meetings with the Igwe in council. After about 30 minutes extensive deliberation on the motion, it was ruled that the town union will attend the joint meeting with the Igwe in council as agreed in June but may not continue such meetings. The towns Union will at the meeting make the following points very clear to Igwe and his cabinet: -
1. That the constitution of Amankwo Oghe which was approved in February 2011 has come to stay and must be abided by all organs of the community. There could only be amendments in line with the provisions of the constitution.
2. That the town union has the authority to meet, make resolutions and enforce it on the community or the organs concerned, in accordance with the constitution, without a joint deliberation/meeting with the Igwe and his cabinet.
3. That the constitution provided for a joint meeting called GENERAL ASSEMBLY MEETING which involves the Igwe and his cabinet, the town union, two representatives from each of the 15 wards in the community, representatives from all branches of Amankwo Oghe unions outside Enugu state. This general assembly is the highest decision making body in the community.
4. On the issue of Authority, the Igwe and his cabinet should be informed vividly that the town union has the all administrative powers. Therefore, all other organs in the community, including the cabinet is under the town union.
Payment of Registration and annual subvention fees.
It was realized that only a ward, Uwani ward, has paid the above. It was learnt that the Igwe and his cabinet was instrumental to the delay in payment because the resolution on the fees were not jointly passed by the town union and the Igwe in council. It was ruled that all the ward reps should make all necessary effort to ensure the collect the money from their wards bring to the next meeting.
Women election
It was reported that the election was held and it was free and fair and the women did not have any complain.
Bore-hole project t Amankwo Imezi
